RM5,000 discount for new Perodua or Proton model

The Government is allocating RM60 billion as a second stimulus package to help the private sector survive the economic downturn which is expected to be severe. RM200 million of the RM60 billion will be used for an 'Automotive Development Fund’ to assist the domestic automotive industry.

Additionally, the Government is also initiating a car-scrapping scheme which should help to boost sales of Proton and Perodua models. The scheme provides for a RM5,000 discount to be given when the owner of a vehicle of any brand that is more than 10 years old trades it in for a new Perodua or Proton model. It is understood that this discount will not be entirely borne by the government and will be partly funded by the two carmakers as well.

The scheme is not exactly new as Proton has been having such a scheme although it has been limited to certain models. Now the RM5,000 discount will be available for all models.

According to an industry source, there are at least 4.8 million cars that are more than 10 years old, a large number of them Peroduas and Protons.

The conditions of the scheme have not yet been announced but according to the source, some of the requirements will be that the transaction can only be for individuals who must be owners of the old car and the new car will be registered only in their name. This would be one way to prevent exploitation for gain by parties who may acquire many old cars and then trade them in for new ones which they try to re-sell.

Another condition would be that the car must be roadworthy and this means it would be subject to an inspection by Puspakom and the owner will have to confirm that he or she is scrapping it and the JPJ will de-register the car. Following this, the car would have to be sent to a designated scrapping facility. Hopefully, there will be procedures that prevent the scrap cars from somehow going out of the 'back door’ and being sold again or being exported to Africa.

The source noted that there is only one designated scrapping facility (believed to be in Tanjong Malim, Perak) and if a scrap car is taken in at a branch in Kuching, Sarawak, it will have to be shipped back and then sent to the facility.

In any case, both Perodua and Proton see the scheme as being helpful in these challenging times when the domestic market is expected to contract substantially. Proton Chairman Dato’ Mohd. Nadzmi bin Mohd. Salleh said: “The Government’s proposal is timely and it would positively affect the industry. As an industry, we need every bit of help from the Government during this difficult period to ensure its survival as close to 200,000 people are directly and indirectly linked to the automotive industry nationwide.”
